Trying to get a job in another city, but having difficulties. Could this be due to my current address?

Hi Savvy Sweeties!
I've been applying for a couple months now and have clearly stated in my cover letter that I plan to relocate. I'm trying to be responsible financially and not move to the new city until I have a job lined up. As soon as I get an offer, I'm prepared to put in my 2 weeks notice and move right away. But how can I best convey this to hiring managers?
I've clearly stated in my cover letter that I am planning to relocate. I've already been rejected once due to the company only wanting to consider local applicants at the time.
I'm wondering if there is anything else I can do to make my resume or cover letter stand out, or if many employers see a non local address and put the application in an automatic "no" pile.

Helloanya, thanks for your post! It helps to know that I'm not alone in this struggle right now. It has been very frustrating putting so much effort in applications/resumes/cover letters for jobs that I know I would normally be getting interviews for. I'm willing to basically start over at the very bottom to get back into the hospitality industry. I consider myself over qualified for some of the positions I'm applying to, yet still not hearing back from the employers with any interest. I'm really hoping someone that reads this post (or even a Savvy Sugar writer) will have some helpful advice for us.

I was in the same boat after college. I didn't have the means to move to the city and then find a job, so I applied for work in the city, making sure it was clear in my cover letter that I would relocate. I got a few interviews this way but many were surprised that I'd move for the job and were also surprised that I had commuted all that way for the interview. So it was clear that my cover letter was no read or memorable, which is so frustrating, you put so much work into putting your best foot forward and then the employer doesn't read your cover letter. Argh. I did not end up getting any jobs using this method So... this isn't really advice, but I am looking to see what other people say because I had the same problem. I ended up finding a local job.
